What is SPARK?
In April 2026, the Federal Ministry for Digital Affairs and State Modernization (BMDS) released the first AI modules of the SPARK project as open source. SPARK represents a new generation of AI-powered tools designed to fundamentally accelerate planning and approval procedures in public administration.
The project has gained international attention: at the World Government Summit in Dubai, SPARK was awarded the prize for the best use of AI in public services.
What Can the Modules Do?
The currently released modules cover the core tasks in approval procedures:
Content extraction: The AI analyzes submitted application documents and automatically extracts relevant information – regardless of the document format. Instead of hours of reading and manual transfer, the AI handles the structuring.
Completeness and plausibility checks: Applications are automatically checked for completeness. Missing documents, contradictory information or formal deficiencies are identified immediately – before a case worker even opens the file.
Legal doctrine AI agents: The modules are connected to existing legal databases and can perform automatic norm deconstruction. This means the AI knows which legal requirements apply to a specific procedure and checks the documents accordingly.
Importantly, the AI does not make decisions. It prepares information and supports case workers in their assessment – the final decision remains with humans.
Who Is SPARK Relevant For?
Municipalities and approval authorities are the most obvious target group. Any agency processing building permits, environmental permits or other planning procedures can benefit from SPARK. The modules relieve already stretched staff and accelerate processing times.
Government-adjacent companies – engineering firms, planning service providers, IT system integrators and GovTech startups – should also have SPARK on their radar. Those who build competence with these modules early and integrate them into their own services gain a significant competitive advantage. When agencies adopt SPARK, they need partners who understand and can implement the modules.
Software vendors for specialist procedures can integrate SPARK modules into their existing products, creating added value that competitors without SPARK integration cannot offer.
Why Act Now?
The infrastructure is ready: The modules are containerized and can be integrated into existing IT environments – on-premise or in European cloud infrastructures. The technical barrier to entry has been deliberately kept low.
More modules are coming: Additional modules for material examination, legal assessment and decision preparation will follow in 2026. Those who implement the foundations now can integrate new modules seamlessly.
Hackathon in June 2026: The BMDS is hosting a two-day hackathon to further develop the modules. Early adopters can participate in shaping the future directly.
Public Money, Public Code: The modules are available under an open license and can be freely adapted. There are no license costs, no vendor lock-in. But expertise is needed for integration, customization and secure operation.
Regulatory pressure is growing: With the OZG, digitalization mandates and the EU AI Act, agencies and their service providers must invest in digitalization and AI compliance anyway. SPARK provides a ready-made, proven foundation to build upon.

- LLM-based processing via European gateways (e.g., Mistral models through Frankfurt-based infrastructure with zero data retention)
- GDPR-compliant – no data leaves your own infrastructure
- Open source on openCode (EUPL license)
